How do I keep OS X El Capitan from relaunching applications after a power fail or normal everyday system crash?

(Apple menu) > System Preferences > Energy Saver: De-select "Start up automatically after a power failure"
Restart or shut down your Mac, and de-select "Reopen windows when logging back in"
Your system should not crash at all, let alone every day.
These were already de-selected.
I opened a couple of applications and pulled the power plug. The applications were restarted after I powered on the system.

Delete them from your User Account's Login Items:
They are not in my login items.
This does not happen on a normal shutdown or restart. It happens when I pull the plug.
